The League rules do allow us to do this since rule 8.o clearly states that (ii) In addition the team may have further points deducted from its total at the discretion of the Management Committee and may be dealt with in any further manner which is thought to be fit. APPEAL PROCESS – MANAGEMENT COMMITTEE DECISIONS The process for appealing against a decision by the League’s Management Committee is fully set out in Rule 16 Once a Club has received written notification of a fine there is no point in telephoning / emailing the League Secretary or Treasurer to register your complaint / appeal. The fine MUST be paid within 14 days otherwise submit your appeal in writing to The Essex County Football Association CONFIRMATION OF FIXTURES When looking up details in the handbook in order to contact clubs and confirm fixture details, it has been apparent that several clubs have both an Honorary Secretary and a Fixtures Secretary, and in some cases also a Team Manager listed under their entry. On a number of occasions Clubs have telephoned a Fixtures Secretary and have been advised to contact the Honorary Secretary or even the team manager. Conversely, some clubs tend to contact the team managers rather than the Club Secretary to confirm fixture details, either in the first instance or because they have been unsuccessful in contacting the Club Secretary at the first attempt. This can lead to a degree of confusion, especially as what tends to happen is that colleagues do not always pass messages on. In order to be consistent and apply the competition rules. All Clubs are reminded that the first point of contact MUST BE the Club Secretary. POSTAL ISSUES With the on-going problem with our postal system my preference is to submit all future newsletters by email it also saves the Hon. Secretary a considerable amount of time Those Clubs that have not provided the Hon. REPRESENTATIVE FIXTURE MID-ESSEX LEAGUE 7 BRAINTREE SUNDAY LEAGUE 1 We went ahead very early by a goal from Dave Morgan (Braintree & Bocking) who chased the ball through the opponents back four. Minutes later Craig Jones (Forest Glade) hit our second of the evening. Nick Bristow (Scotia Billericay) scored the third, beating the keeper from an acute angle at the near post. We all thought the ball had gone round the back of the goal, until the keeper turned round and picked the ball out of the net. Craig Jones added the fourth before half time. Our opponents came back into the game over the last ten minutes of the first half and tested Sean Hinton (Scotia Billericay) in goal, who brought off a fantastic save of the game. 4-0 at half time. The second half began evenly for the first 15 minutes, but Braintree could not get past our defence and we went further ahead with a deflected goal from Dave Morgan, which we all thought had gone over the bar, however it went in just under the cross bar. Braintree put more pressure on us and eventually a forward managed to get past and out run the defence to claw a goal back. With approx 15 mins left, James Smith (Scotia Billericay) scored the sixth goal, then five minutes later the seventh after the keeper failed to punch the ball away from a corner, he slotted home from six yards. RESULTS SECRETARY I appreciate that our newer members will not be aware of this but whilst it is the Hon. Secretary’s name who appears in the handbook as the Result’s Secretary the weekly task of reviewing all Result Sheets is undertaken by his 15 year old son. The Hon. Secretary has no access to the Result’s Secretary email address I would therefore like to congratulate and thank that Club that chose to send an abusive email to the Result Secretary which has resulted in that person no longer wishing to support the League in that capacity. The Club, who I would point out is a long established member of the Competition, will be charged and dealt with by the competition as per the Competition rules. I would ask all Clubs to pay particular attention to the content of any correspondence sent to the Competition and ensure that we treat everybody connected with the Competition with the utmost respect RESULT SHEETS Could I ask that Clubs continue to submit their Result Sheets in xls. version of excel. The League is currently updating its Microsoft software package to a later version. Further information on this will follow in due course REGISTRATION SECRETARYPlease could all clubs make sure that all forms are completed correctly before submitting them to be signed on. This means that all the sections must be completed including the players date of birth, the form must be signed by the club Secretary the COUNTERFOIL must be completed and you must include a stamped addressed envelope for the forms to be returned to you. IF any information is missing from your forms then they will be returned to you and the player will NOT be signed on until t Also please ensure that players forms that were signed on a Saturday are received by the Registrations team by Wednesday at the latest!!! Again those that are not will be ineligible for the game that they played in. The Form must be the ORIGINAL. HANDBOOKSIf any Club / Referee has still not received a League Handbook could they please advise the Hon. League Secretary.
REFEREE COURSE - REMINDERPLEASE NOTE THE FOLLOWING WHICH APPEARED IN LAST MONTH’S NEWSLETTER. So far the League has received two responses. Each season the Competition works extremely hard to not only retain it’s Referee’s but also seek to recruit new officials to ensure that we attempt to obtain full coverage. The League’s coverage last season was slightly reduced and with the ECFA agreeing to allow Assistant Referee’s back on the Olympian League we are concerned that this could impact on our coverage levels. Clubs have a very important part to play in the retention process we are a RESPECT LEAGUE PLEASE do not abuse our Referee’s. In an effort to try and recruit new officials to our Competition the League is considering arranging a Referee Course in partnership with the ECFA. We are therefore seeking nominations from within your Clubs to take the course which will be paid for by the League. We require a MIMUMUM number of 12. There will be an incentive to those Clubs who put forward a volunteer and once the Referee has completed 10 matches on the Competition there will also be an incentive awarded to that official. If you have someone within your Club who is willing to take up the whistle please advise the Hon. Secretary. REFEREE RESPECT LEAGUE MEETINGThe ECFA will be hosting this event on behalf of the competition on Wednesday 21st October 2009 commencing at 7.30pm at The Old Chelmsfordians, Lawford Lane, Chelmsford. We hope that all of our clubs, players and referees will have an enjoyable and rewarding season. The season’s opening fixture is to be played on Saturday 29th August a fixture which will be played annually hosted by Silver End United F.C. in memory of Richard Galley who tragically died 18 months ago. The fixture will be played against Silver End United F.C. and a team selected by the Management Committee to contest for The Broch Group Mid-Essex League Richard Galley Memorial Shield. This season’s fixture is between Silver End United F.C. and Braintree and Bocking United F.C. kick off 3pm. The fixture will also be used as an opportunity to raise much needed funds for the David Marshall Charity. Please come along and support the fixture. FAIR PLAY AWARDCongratulations to Durning F.C. who were runners up in the Adult Section of the ECFA Fair Play Award following a nomination from this competition. The Club received £250 in vouchers to be spent on sports equipment HANDBOOKSThe handbooks for have been dispatched and there are already a few amendments which are shown below. POINTS DEDUCTIONSFollowing the announcement at the AGM Clubs should be aware that failing to fulfil a fixture and in instances where the Clubs knowingly plays an ineligible player then the Club could find that it will have additional points deducted. The Management Committee are going to step up on its Registration Checks this season. INELIGIBLE PLAYER – PROCEDURE RULE 8 (R)Clubs are reminded of the procedure which should be followed in the event of questioning the identity of a player of the opposing team listed on the Team Sheet. The procedure is fully set out in rule 8.R. PLEASE DO NOT INVOLVE THE REFEREE. If this procedure is not followed then the Management Committee is unable to deal with complaints regarding ineligible players. If the Opposing Club fails to co-operate then this should be fully reported to the Hon. Secretary who will then deal with the Club in question. Any problems please contact the Hon. Secretary REFEREES AND THE RESPECT INITIATIVEThe League Management Committee will shortly be contacting all Referees in order to attend a Respect evening.
